A good quality volleyball is made in three levels of fabrication.  You start with a rubber bladder, made of material similar to a basic inner tube.  the middle layer is cloth,  sometimes attached to the inner bladder, other times floating around it.  The final layer, the shell is made up of 18 leather panels that are glued to the cloth.
